Q.How has Japan’ Diet handled the issue of comfort women?


A.In April, 1998, the Shimonoseki district court in Japan ruled, in a trial filed by three former comfort women, that the Japanese government was liable to compensate the victims because the Japanese Diet had failed to take legislative steps to mitigate the pain, and sufferings of the victims. Based on this ruling, Japanese civic groups proposed a bill to facilitate the process of resolving the war-time sexual crime victims. The purposes of the bill are to urge the Japanese government to admit that organized and repetitive sexual activities were forced upon the victims and that severely undermined the dignity of the victimized women, and to offer an apology to them; and to facilitate the process of resolving the issue. However, the Japanese Diet has failed to properly deliberate the bill yet.
